Two-thirds of councils have had difficulties recruiting and retaining staff over the past year, figures from Incomes Data Services reveal.

IT staff were the most commonly mentioned problem group in the public sector survey released this week.

While some councils are responding to the IT shortage with more flexible working practices, the most common response is to improve recruitment methods, including use of the Internet and training and development.
