The Financial Times (p8) reports on an innovative scheme which aims to marry market economics with environmental protection, but concludes that it hasn't been as successful as many had hoped.

Packaging recovery notes (PRNs) have evolved as a means for UK companies to prove they have met mandatory new targets for recycling of old glass metal, paper and plastic waste.

But, following criticism, the government is to review the system and will publish proposals for any reforms in a consultation paper in July.
