Adult foster care has become increasingly unregulated because of the red tape carers must contend with to register themselves, according to Topss England.

But councils are likely to shoulder much of this burden if revised regulations from the Department of Health take effect as expected this summer.

The social care training and development body found two-thirds of the estimated 5,000 adult placement carers in the country were not registered with the recently abolished National Care Standards Commission.

While schemes for vulnerable adults, are run by councils or charities, the burden of registration falls on carers, most of whom are self-employed.

The DoH has consulted on revised regulations, which will shift the burden of registration from carers to schemes.
