All the plans of former Welsh secretary John Redwood's to transfer to local authorities powers currently held by the Countryside Council for Wales have been reversed by his successor William Hague, reports the Western Mail (p5).

The paper says that Mr Hague will formally announce the U-turn in the Rural White Paper for Wales currently under preparation.

Mr Redwood's plans, while welcomed by councils, ran into enormous opposition from the green lobby.

Geraint Price Thomas, secretary of the Council of Welsh Districts, said: 'They (green quangos) might have won this time, but there have also been changes of personalities at both the Welsh Office and the CCW which may be a pertinent factor.'
