The Guardian (p4) reports reaction to yesterday's appeal court ruling that local authorities are obliged to provide food and shelter for asylum seekers.

Nick Hardwick, chief executive of the Refugee Council, said: 'The government's policy is in tatters and local authorities have been left to deal with this mess.'

More than 15,000 refugees have been affected by the withdrawal of benefits.
