Liberal Democrat MP Chris Davies's Regional Government Bill was denied a first reading in the Commons yesterday.

The Herald reports (p6) that one Tory, Jacques Arnold, said: 'This Bill is the most appalling bit of rubbish put before this House for very many years.'

Mr Davies, elected last year as the MP for Littleborough and Saddleworth said his Bill might be regarded as radical in Britain, but it: 'would be considered nothing more than pragmatic even tame by our European partners.'
