The Campaign for the English Regions has seized on chancellor Gordon Brown's pre-Budget statement as evidence of the onward march of regional assemblies.

The report included 'improvements to the delivery, effectiveness and co-ordination of business support management at the regional level'.

Mr Brown announced two pilot schemes which will give regional development agencies in selected areas a wider role in economic development.

CfER campaign officer Don Price said regional powers needed to be strengthened prior to assemblies being set up.

Mr Brown also outlined a strategy to reduce waste and tackle air pollution.
