Manchester city council highways chairman Tony Burns told the Manchester Evening News (January 6, p20): 'We are committed to removing 40 per cent of through traffic from the city centre.

'I do not think we can do this without the inner relief road.'

Mr Burns was responding to accusations from transport campaigners that the council is using the relief road as an excuse for avoiding a proper transport plan for the city.
