Liberal Democrat local government spokesman David Rendel attacked the government on both the review and the growth of unaccountable quangos.

In his address to the Association of County Councils conference, he said the reorganisation had become a shambles. 'A huge amount of money, as well as time and effort, has been expended to very little effect,' he said.

Mr Rendel also reiterated the Liberal Democrat policy that a local income tax system should replace the council tax, and that more power should be devolved to form parish councils.
