The Centre for Policy Studies will this week publish a report claiming that local authorities are holding back over £4bn to pay for town hall red tape, the Mail on Sunday reported (p6).

The report will urge the government to tackle the waste, following fears that planned legislation to set tighter restrictions on town hall spending will fall foul of the parliamentary timetable.
