Local government must avoid a drawn-out reorganisation if the mistakes of the 1990s are not to be repeated, a report from consultants Deloitte has warned.

The report, which interviewed former officers involved in the last wave of changes, says if it goes ahead, the Boundary Commission for England should be in charge of the reorganisation process.

The report comes as councils are taking contrasting positions. Preston City Council and South Ribble BC last week announced their plans to merge while Essex CC and Braintree DC will this week sign a pact expressing their intention to stick with the two-tier model.
