The new chair of the County Councils Network has been leader of Kent since 2005 and is noted for having taken such a large authority ‘chiefless’, dispensing with the chief executive role and having senior staff report to him.

Cllr Carter (Con) was first elected in 1997 and served as chair of the former South East England Regional Assembly.

He has been concerned to ensure that shire counties are not left behind urban areas in the devolution race and has called for a “grown-up conversation with government about what their expectation is and what they’re prepared to concede” in preference to “mixed messages”. Cllr Carter has also called for business rates reform.
