Rachael Blitz died in hospital 12 days after being scalded as a result of being immersed in a bath by two staff at Sydney House on 14 June. The two were arrested on 16 June and will remain on bail until the end of this month.
Scotland Yard told LGC this week a police report has now been completed and sent to the CPS.
Tower Hamlets social services inspection unit's own investigation into the scalding, completed last week, found breaches of Registered Homes Act 1984 regulations.
Tower Hamlets is not releasing the social services unit report to the public.
A separate internal investigation into the affair by
Tower Hamlets environmental health officers has yet to be completed.
