Lord Sandy Bruce-Lockhart (Con) has urged government to ease the funding and leadership constraints that hamper councils' ability to build cohesive communities.

The chairman of the Local Government Association has told LGC he is hopeful the forthcoming local government white paper will allow councils a devolution of powers to better cope with the backlash foreign affairs have on national security, integration and cohesion.

He said: 'This is a live issue and local government must do all it can to lead on [community relations]'.
