The new rules on homelessness, which apply from today, will mean 'a revolving door' for homeless people, Croydon LBC's director of housing Dorian Letham said.

Speaking on BBC Radio 4's Today programme, he said:

'They'll have a period of stability where they're placed in temporary accommodation.

'Then they'll have to come out and be reassessed again, and possibly go back into another period of instability'.

But Wandsworth LBC chair of housing Margaret Mervis said:

'It's time we stopped focusing entirely on homeless people, most of whom come from council waiting lists, and look as well at the people in housing need who wait on waiting lists...It is fairer for everyone in housing need'.
