South Lanarkshire Council depute provost Colin Robb resigned this week after being criticised by the district auditor for receiving expense payments in advance when he was leader of East Kilbride DC.

A£4,000 advance on attendance allowance was paid to Mr Robb in April 1995. Mr Robb did go on to attend the relevant meetings.

'Although the outstanding sums were ultimately repaid, we regard this as neither good practice nor as financially prudent,' the auditor said.

Leader Tom McCabe said: 'This is not an issue of wrongdoing or personal integrity . . . The professional advice which condoned this was unfortunate to say the least.'
