The ex-leader of Isle of Anglesey Council has been publicly censured after buying wallpaper at a discount rate through a council scheme.

The council's standards committee found Gareth Winston Roberts (Ind) had breached three regulations in the national code of local government conduct, including: 'never do anything which you could not justify to the public. Your conduct and what the public believes about your conduct will affect the reputation of your council and the party'.

Mr Roberts said he was not expecting the invoice to be issued through the

council.

The committee found Mr Roberts had been badly advised by a member of staff and there was never any intention of avoiding payment.

The standards committee was previously forced to suspend Mr Roberts after a public complaint he had accepted hospitality from a Paris-based waste

company.

He was also censured by the committee after attending a rugby international match in Cardiff (LGC, 25 February 1999).
