Scottish secretary Donald Dewar will be the first minister in the first Scottish parliament after foreign secretary Robin Cook decided not to put his name forward for next May's elections.

The Glasgow Herald (p1) reports that Mr Dewar is also likely to announce this week that Holyrood will be the site for the new parliament.

Mr Dewar is expected to announce his intention to stand for election this week and if elected, will become the leader of the Labour group of MSPs.

Mr Cook is said to have declined to run for the Scottish parliament because of the tasks facing him at the Foreign Office.
