Rochdale MBC has been reported to the DoE for alleged anti- competitive behaviour with regard to housing management contracts being let under CCT.

Johnson Fry Property, one of the biggest companies bidding for housing management work, made the allegations after withdrawing from the tender process. Rochdale admits it has had complaints from other companies.

Head of corporate support Adrian Montgomery said Johnson Fry wrote to the council complaining of anti-competitive behaviour. 'They did not give any indication of what we have done', he said, 'but they considered our correspondence with them offputting.'

He said the company might have been referring to Rochdale's requirement that companies must pay for the contract specification if they wish to acquire it before the select list has been drawn up.
