The grieving mother of a boy who drowned on a children's home outing to Blackpool was wrong to blame carers with Rochdale MBC, the Manchester Evening News reports.

The paper says that at the boy's inquest his mother claimed no one had accepted blame. But, Ian Davey, Rochdale's director of social services said two staff had been disciplined thought they could not be held responsible. He is reported as saying that even if the guidelines had been followed the tragedy could have happened.

Rochdale is to consider a full report into the circumstances surrounding the boy's death at a meeting this Thursday.
