The government will today provoke one of the first rows in the Scottish Parliament when it recommends that its elected members are to be paid£5,000 less than their Westminster and European Parliament counterparts.

Ministers will propose MSPs be paid£40,000, having privately received a recommendation from the senior salaries review body last month.

MSPs are likely to force a vote when the parliament first meets in early May. One candidate said yesterday: 'It is bad enough that we are not regarded as equal to Westminster MPs but it adds insult to injury when we are to be paid less than Euro MPs.'
