The abolition of 'lease-back' schemes, used by Scottish councils as a tool for regeneration, came under attack from Scottish National Party leader Alex Salmond.

Mr Salmond said that the schemes, outlawed by the Scottish Office earlier this month, had proved to be an effective means of supporting local industry and promoting employment.

He said in the Grampian region, where the SNP are in joint administration, the council purchased 70 factories which were leased back to firms. This created or safeguarded 4,000 jobs.
