In his first major policy speech as Scottish first minister Alex Salmond reiterated the SNP's plan to replace council tax.

Other strategic priorities for his government included making Scotland nuclear free and taking the lead in the 'green energy revolution' and the development of renewable technology.

Tolls on the Forth and Tay road bridges would be abolished.

Mr Salmond said:

'I know and understand that this move is not universally supported in this chamber but I believe that it can carry - as it should carry - majority support. We shall see.'
