The Local Government (Scotland) Bill will not make its way through Parliament in time to hold shadow elections for the new councils next year, shadow Scottish secretary, George Robertson, warned yesterday.

The Scotsman reports (p6) on Mr Robertson's warning as he visited Aberdeen yesterday to launch his party's manifesto for the regional elections.

The MP said it wasn't possible to dismantle and then rebuild Scottish local government before the summer.
