A dry fountain and a scrap metal statue of a busker erected in a shopping centre in Smethwick, West Midlands, has surprised councillors who had no idea the works were paid from a £3m fund for environmental improvements, the Daily Mail reports (p29).

Chairman of Sandwell community development committee, Steve Eling said he would have expected to have advised and approved the schemes before they were carried out.

A senior member of the council planning department said the committee had authorised block spending on environmental enhancements to the shopping precinct so reference back was unnecessary.
