A 26-year-old Warley man, given a 90-day jail term by magistrates for neglecting to pay Community Charge bills to Sandwell MBC, suffered defeat in his battle for freedom in London's High Court.

Mr Justice McCullough ruled that Worley magistrates could not be faulted in their decision to jail Michael Harrison for the maximum term available for Community Charge default.
