Councils have deliberately watered down the efficiency plans submitted to central government, finance directors admit.

In conversations with LGC, directors said annual efficiency statements had been kept vague in case the government took the planned savings out of councils' settlements.

Finance directors also fear a backlash from revaluation when bills rise as a result of soaring property prices.

There was general pessimism over the likely outcome of Sir Michael Lyons' local funding inquiry at the end of the year, with directors predicting little change from the status quo.
