The National Employers' Organisation for School Teachers (NOEST) has refused to support school governors who set deficit budgets, reports The Independent (p1).

Graham Lane, chairman of NOEST which represents 117 metropolitan and county councils, warned that local authorities would be forced to intervene and carry out any necessary cuts themselves if governors flout regulations. The tactic is being threatened in at least counties, the paper reports.
