Schools minister Estelle Morris writes in The Guardian (section 2, p4) about her plans for improving the situation for schoolchildren with special educational needs.

She says she will spell out what the government intends to do at the National Union of Teachers conference on special needs tomorrow.

Among the plans is the launch of five pilots to prepare for the intoduction of five regional planning arrangements for SEN. 'We are keen to support centres of excellence in each region' she says.
