Scotland may be on its own time zone if Lord's proposals debated last night become law, the Scotsman reports (p4).

Viscount Mountgarret has decide to exclude Scotland from the Bill to place the rest of the UK on European time.

However, the paper reports, the move is very unlikely to become law as the issues is unlikely to get any time in the commons.
