Councils to be axed in the reorganisation are planning to spend excess cash instead of handing it over at the changeover, Scotland on Sunday reports on its front page.

Districts are more likely to adopt the 'spend spend' mentality, says the paper making sure that the people who built up the reserves through council tax payments will benefit from them.

John Simpson, Labour leader of Dunfermline DC, commented that the would not be handing over a dowry to any organisation.

Some of the new single-tier councils will have to set slightly higher council taxes than would otherwise have been the case.
