A protocol should be drawn up between the Convention of Scottish Local Authorities and the Scottish Office to improve central/local relations, Cosla said last week.

It should define boundaries between central and local government, promote the stability of local government functions and ensure a locally accountable finance system.

'Councils are asking ministers to take steps towards making the relationship a constructive one which works in the best interests of the people of Scotland,' said Cosla president Keith Geddes.
