Shadow Scottish secretary George Robertson has called Scottish Office plans to speed up staff commission work on reforms 'a further sign of total government panic as their local government reorganisation descends into chaos', the Scotsman reports (p4).

Scottish Office sources denied unease had forced the move and said the reforms were simply an effort to help councils that needed more detailed advice, the paper reports.
