The proportion of Scottish council house tenants who buy their homes has exceeded those in England for the first time, the government announced yesterday, reports the Scotsman (p6).

Lord James Douglas-Hamilton, the Scottish housing minister, said that 26.6% of Scots who were public sector tenants at the end of 1978 had bought their homes, compared with 26.4% in England.

Lord James was speaking at the start of a £300,000 Scottish Office publicity campaign to highlight changes aimed at speeding up rent-to-mortgage sales and improvements to the right-to-buy scheme, the Scotsman reports.
