Local government union Unison is to mount a legal challenge to the government over the strict rules stopping employees of the new single tier councils in Scotland from standing as councillors, The Scotsman reports (p2).

The moves comes as local political parties throughout Scotland start the process of selecting candidates for unitary councils to be elected on April 6, the paper reports.
