Scottish council leaders have warned against any moves to transfer the fire service out of local government control.

Convention of Scottish Local Authorities president Pat Watters (Lab) said the government's independent review should look at measures to build on the existing service instead of recommending structural change.

'The independent review into the fire service has two distinct strands to it,' said Mr Watters. 'The first strand is how to deal with the fire-fighters' pay claim of 40% and their conditions of service. The second strand is the management, structure and role of the service.'

Mr Watters said council leaders had indicated to him their wish for the review to deal fairly and squarely with the first strand, so that at the end of the process they have a modern service, working in modern conditions with an improved rate of pay for the people who work in it.

'Leaders were equally clear that the management and organisation of the fire service must remain under the control of democratically elected members and not transferred to some quango where the government makes the appointments to the fire boards,' he added.
