The Conservative party was last night accused in the Commons of 'gerrymandering' votes in the reform of the local government structure, the Financial Times reports (P7).

George Robertson, shadow Scottish secretary, denounced the Local Government Bill (Scotland), which would create 28 single-tier authorities, as 'anti-democratic' and 'shabby'.

Scottish secretary, Ian Lang said parliament would have the opportunity to suggest changes to the local authority boundaries proposed by the government.

The bill was given a second reading by a government majority of 41 (318-277).
