Scottish councils fear the government intends to downgrade their economic development role, the Scotsman reports (p4).

A report to the Convention of Scottish Local Authorities warns the government may transfer councils' powers to local enterprise companies.

'It is certain that any erosion of local government's role in economic development would leave Scotland very much the poorer', COSLA secretary Roy MacIver says in the report.
