Shadow Scottish secretary George Robertson said yesterday Labour would not meet its pledge to restore business rates to councils until is satisfied that Scottish businesses will not suffer a financial disadvantage, The Scotsman reports (p8).

And he said Labour is examining ways of putting authorities under pressure to restrict rate rises if the power is restored.

He said council-determined business rates could be linked to the council tax as opposed to being levied separately.
