Scottish councils vary widely in their ability to attract lucrative Lottery funding.

Research by Lottery Monitor shows that while Scottish councils drew in a total of nearly£70 million for their leisure, sports, arts and heritage projects between 1995 and 1999, some councils won millions while others received nothing.

Two councils - East Dunbartonshire and Western Isles - attracted no direct grants for their own schemes.

City of Glasgow Council easily attracted the most direct Lottery awards, winning more than£23m - a third of the total for Scotland. The figure dwarfs the£3m won by rival City of Edinburgh Council.

The average number of awards per council between 1995 and 1999 was just under seven, while the average value was£2.2m per council.

Lottery Monitor publisher Alasdair Buchan urged Scottish councils to seize the opportunities offered by the Lottery, and emphasised the need for them to be strategic in their approach to attracting funding.

But Western Isles finance director Robin Bennie said his council preferred to support bids from local community partnerships, which had drawn 'a lot of Lottery money into the area'.

'We're the silent player at the back of them . . . We're helping them as best we can,' Mr Bennie said.

Lottery Monitor is holding a conference on Lottery funding, entitled 'New opportunities in the new Scotland', later this month.
