Means testing for house improvement and repair grants applicants could be introduced in Scotland, indicated the Scottish housing minister, Lord Douglas-Hamilton, yesterday, reports the Scotsman (p12)

The minister told a Scottish Homes conference at Stirling that the government was conducting a comprehensive review of the effectiveness of the grant.
