Five years after introducing self governing schools, the Scottish Office has issued a consultation paper on their financial arrangements. Areas covered include methods of determining annual recurrent grant; the timing of payments; and recovery from the education authority. The paper also outlines accounting and auditing requirements, continuing education authority responsibilities and pension arrangements.

Education minister Lord James Douglas-Hamilton announced last month that Dornoch Academy in the Highland Region would be the first in Scotland to adopt grant-maintained status.
