The Scotsman (p4) runs nearly a full page on the reaction to suggestions that London subsidises Scotland made by London mayoral candidate Trevor Phillips yesterday.

Mr Phillips was described by the paper as 'unrepentent' despite protests from Scottish politicians. 'The distribution of public expenditure is based on the idea that London is so rich that it has everything and needs nothing,' he said.

'The fact is that that is simply not true any longer. London has two thirds of the country's poorest housing estates and the problems of London are now such that we just can't afford to keep on giving that money away.'
