The planned shake up of councils will not guarantee financial savings, Professor Arthur Midwinter of Strathclyde University said yesterday, the Scotsman reports (p6).

Professor Midwinter said the financial analysis underpinning the proposed reforms was based on shaky assumptions and errors of classification.

'There can be no guarantees that any of the options under consideration will actually save money', he told a seminar for Aberdeen DC chief officers. He warned that the higher the number of small authorities set up, the more the cost would increase.
