Schools reforms are to be slowed down in Scotland in an attempt to avert industrial action by teachers, it will be announced today, the Scotsman reports (p2).

The Scottish Office and council leaders are to announce separate packages to reduce paperwork and change the timetable of reforms.

These will include a delay in the shift of the budgets of smaller primaries from council to school level, since in these schools the head teacher has regular teaching duties, the Scotsman says.
