The Herald (p13) runs a feature on the concerns of unitary councils about the new Scottish secretary's deliberations on spending, and their fears about the forthcoming budget.

The Herald is staging a conference in Edinburgh on 2 November, at which Scottish industry and local government minister George Kynoch will be a key speaker.

The conference will address questions about the fairness of transitional arrangements to the new unitary structure and how the unitaries are likely to cope.
