Thousands of owners of second homes in Scotland will have to pay up to£1,500 a year more under plans to axe council tax discounts, reports The Sunday Times.

First minister Jack McConnell is poised to give councils the power to abolish the 50% discount on holiday and weekend homes, forcing owners to pay the full council tax.

It is thought that Mr McConnell and Andy Kerr, the finance minister, are understood to have been won over by claims from local authorities that the policy will ease housing shortages.
