Controversial comprehensive performance assessments have been given a warm welcome by senior council figures, according to a Zurich municipal survey for the Local Government Association.

Only one in four councillors and officers quizzed thought the CPAs would not bring any benefits to their councils.

In a shift from the perceived view that councils feared the proposed assessments, 25% of the 152 surveyed thought the scheme would lead to more freedom.

The survey asked about the future - in the next five years, 83% expect more services to be delivered by partnerships.
