Glasgow City Council chief executive John Anderson has been watching, powerless, as some of his senior staff have been wooed and won over by newly-formed unitaries, writes The Guardian (Society, p7).

He tells the paper they're being offered substantially higher salaries, less stress, and more pleasant working surroundings.
