‘Confidential’ peer report won't be published

Another council has decided to keep its peer challenge performance report under wraps despite advice from its authors that it should be published.

Conservative-led Teignbridge DC has declined to publish the outcome of its ‘corporate peer challenge’, arguing that the information in the report is confidential to councillors.

Peer challenge reports are prepared by teams of council officers and members assembled by the LGA, which helped establish the regime after the abolition of the Audit Commission.

Exclusive LGC research, updated this week, reveals that all but five of the 50 councils that have booked corporate peer challenges have published or intend to publish the report.

Those five include Teignbridge, which said the report was “confidential”, and Hambleton and Richmondshire DCs, which previously said much of their report was “irrelevant” because their joint management arrangement had since changed.

North East Lincolnshire Council and Mansfield DC said they were yet to make a decision about publication.

LGA improvement board chairman Peter Fleming (Con) said: “We encourage them to publish the report, and the vast majority of councils have done so.”
